I have a gift card to a local merchant that I'd like to sell ( not a major company) Does anyone have any experience with doing this. The store will not allow me to cash in the card

Unfortunately, selling gift cards is difficult and isn't even supposed to be discussed here at all.
Making it more difficult for you, and the reason the question is still visible, is that it is for a local to you merchant.
I would suggest that it would probably be easier for you to get an item from the shop with the gift card, then sell the item on eBay or any local sales method you have.
Goods are always easier to sell than the equivalent of cash that is only accepted in a specific venue.

Walk around the local gas stations offering it to people filing up. That’s what all the cool kids do apparently.
Put it in a birthday card and win the day.
FWIW, gift cards are just as good as cash!
