Looks like spalted maple.
Looks like it would make some beautiful brush handles, and a lot of them! It would also make some beautiful straight razor scales!
Yes its spalted alright, one of my favorite woods.
The wood would need to be stabilized to be serviceable as the spalting is caused by a fungus. K&G is a very reliable company for this work. FWIW blanks of that wood stabilized can fetch a pretty penny.

I was thinking it looks like spalted maple to. Beautiful...some very beautiful brush handles could be turned from this. Or a table top
not sure how big this piece is however.
Spalted Maple is also used for electric guitars,mostly the top.I've seen Fender Telecasters with spalted top,Carvins too.
