don't know anything about them...but it looks cool. Does it fill and write?

It writes very well, but it doesn't fill. Dried up ink (possibly India ink) clog it.
I'm by no means an expert, but I've used a very diluted solution of ammonia and water to get dried ink out of a vintage pen. A good soak and then filled and drained, repeat, repeat..etc. I'm sure you already knew this though. Good luck...I love old pens ;-)
It is an art deco pen proabaly from the 30's to the 40's. A great site to check the history of fountains is vintagepens.com.
