There's absolutely no consensus among the women in my life whatsoever on what facial hair status they prefer on me. I was basically clean shaven since puberty, then had a beard off and on for a year, then got bit by the whole wet shaving bug. Over the course of that time, I had a few women that greatly preferred the bearded look, and weren't bothered by the feel of it. Others preferred scruffy 2-day shadow, and some found it irritating, but at least one had no issue with the scratchiness. Only one woman has (and is currently) seriously pressed for clean shaven, and to be honest, if it wasn't for my fascination with shaving at the moment, I'd be tempted to grow a beard as a matter of principle.
Probably on average, I'd say that the some amount of facial hair, at least the 5 O'clock shadow was more successful in initially attracting female attention, but among my personal sample pool the average woman found it irritating to actually touch on a regular basis. YMMV
