upper lip stubble and cuts

I'm a firm believer that using too much pressure is the probably cause of your problems in this area. Try just using the weight of the razor alone when shaving there.

Especially considering the fact the hairs pores where the mustache hair grows are slightly raised (at least on my face). Too much weight could cut into them, causing irritation
 
As others have pointed out, the keys for me were realizing that my whiskers above my lip didn't grow in the same direction as elsewhere on my face, and using a more diagonal stroke. I can do ATG but I have to be very careful and be sure the angle of the razor is just right — that took a while to figure out. I've also recently tried a bit of blade buffing and it did seem to help.

Be patient, go slowly and use no pressure. You'll get the hang of it soon enough.

+1 to this. I cannot go ATG on my upper lip yet as my technique is not great. I find the key to a smooth upper lip is a diagonal stroke in between XTG and ATG. Once I got the blade angle and stroke angle down I started getting good close shaves on the upper lip without the pain and suffering of ATG.
 
I noticed this too, although I find almost every area of the face somewhat difficult. I still amazes me though, how the face is broken up into so many different areas when DE shaving, whereas before, it was just "shave my face", one big sweep of an overpriced cartridge and I was done, oh how miserable my life must have been ;)

For the time being, XTG is enough for me, the best advice I ever got was not to even think of going for a BBS shave for the first couple of months, that little nugget relieved me of a tonne of possibly fatal pressure :)
 
I have a very, very heavy beard. My problem with the upper lip used to be cutting my lip itself, or slicing my nose. I just SLOWED DOWN--a LOT. It really helped. I do across the grain now every day, with no problems, other than I do cut my lip every now and then. My problem is under my chin and jawbone--I just can't get to BBS there very often. I don't understand it, and I've tried everything. One day I'll figure it out.
 
Since stopping ATG on the mustache I've had no blood or irritation. Thank you all for the advice. BBS elsewhere, DFS under the nose. I can live with that.

My magic pill to going atg on the upper lip is two-fold: 1) I use so little pressure as to not even scrape up all of the lather, and 2) shave in the shower. I just barely glide across the surface of the whiskers in a back-and-forth motion - scrape a little lather up, move the razor back without lifting off the skin thereby redepositing a little lather, go back across again, and repeat as many times as necessary until the stubble has been removed a bit at a time. No heavy razors for me, thank you - heavy weight may seem like a sign of quality in the opinion of many men, but partaking in such a delicate grooming procedure with a heavy razor is like is like building a model boat with a sledgehammer; I need precision in controlling the pressure of the blade against my whiskers. Back to the shower shaving part - the continuous re-hydration from steam is every bit as important as my technique. Without either element, I couldn't achieve BBS ever.
 
I started using proraso pre/post shave in between passes(4-pass shaver). Since doing so haven't had any problems ATG under the nose. I agree with going very slowly and an extremely lightened touch.
