I'd sure like to know what the timeline is!
Does your tallow first Williams box have White Plains, NY, as the manufacturer's address? Williams moved to White Plains in late October, 2002, when Combe took it over.
In addition, after doing a little research, I found out that Combe invested heavily in upgrading their manufacturing facilities with emphasis on their fragrance and personal care lines starting in late 2002. They weren't fully completed until 2004. So it's possible that Williams wasn't re-formulated until 2004 or later. Unfortunately I can't yet find the inception date for the Potassium Stearate first UPC.
Edit: On further research, the newer UPC code with the "0" prefix digit had to be implemented prior to Jan.1, 2005 to conform to new bar-coding standards. Of course Wiiliams could have been re-formulated prior to the new bar code or even after since the UPC is only for the product name and not specific to formulation. I think what we can safely assume is that Combe Inc. is responsible for screwing up the formula sometime after October of 2002.
As an aside, I just found out that Brylcreem is a Williams product which I didn't know since the last time I used it I was 9 years old.
