spotty neck and face

i have tried chemical peels to lighten and hopefully remove the dark spots on my neck and face. i never knew about conditioning the skin before shaving. for years washed with regular bath soap and then shaved it off. any suggestions on how to lessen dark spots/sploches on neck and face. please! i need help guys

I've read somewhere that the laser treatment, sometimes used for hair removal (IPL I think it's called), also helps with dulling down blemishes.. Might be worth at least talking to somebody who provides that service to get verification...

What are the spots from?
