Black spots on synthetic fibers

Hello everyone,

I have Maggard Razors synthetic fiber brush. The fibers are grey with white tips. It’s only a few months old. I rinse it clean, squeeze out all the water I can, and I hang it upside down in a stand after every use.

I noticed there are some small black spots forming on the fibers. I don’t think it’s mildew because the brush smells fine and the spots don’t come out after cleaning, including vinegar. My fingernails can’t scrape them off, either. They seem to be in the fibers instead of being on them.

Any idea what they are? I have hard water if that makes a difference.
