Why are ingrowns more common on the neck?

I’ve been thinking about this lately. I rarely get ingrowns on any other part of my face apart from my neck. I can do multiple passes on my face without getting a single ingrown hair, but if I shave too close on my neck even with one pass I’m likely getting ingrowns. The hair on my neck grows just as wiry as on my face. What do you guys think?
 
Could just be that your neck whiskers lie flatter on the neck. I also have some fine hairs around the edges that aren't really whiskers, if I shave too far down or around the neck they always get ingrown. Same with the back neckline, I only use a trimmer on that for the same reason.
