Looks pretty rough. I strongly suspect it is a Chinese Gold Dollar type of thing. It may be able to be made shave ready, but one thing is 100% certain, it will not come that way from the factory. You will need to have it honed.
Yup, looks line a re-branded Titan razor, which some say is step up from a $10 Chinese razor, (Gold Dollar), don’t know that I believe that. I have honed many of both.
Both can, in most cases be made to shave, but most have some grinding/geometry issues and need some repair before they can be properly honed. They do not come shave ready.
A quality Vintage razor expertly ground can be found in Antique stores and on eBay for $10-50 and up, and once properly honed will provide a lifetime of great shaves.
