My guess is St. Louis, but it's a pretty wild guess.
In the past, what clues did he send and what were the answers? That may give us some insight into how he's thinking? Stumped here but interested...

I'm thinking somewhere in Florida. The French clue and Nathaniel Pendleton both point to the South. The moonwalk time points to FL. A type of line could be fishing line and Adam West could refer to John West who produce Tuna among other things. The other clues I can't really say what they might mean and this is a jab in the dark altogether but I will go with Orlando Florida, final answer.
