Do you mean cologne samples? If so, there is a list somewhere on B&B you can search for of companies that will mail out samples. There are also several online businesses that deal in cologne samples. I highly recommend the Czech and Speake sample pack.

A "Tester" is actually a large bottle of the fragrance that comes without the fancy packaging and often without the cap. These testers are normally used in stores, so you can "test" the cologne. Testers are much cheaper than the standard cologne in a nice box.
What's cheap - free? No, I haven't found completely free but there are many sources for getting them at a low price of a few dollars per sample or the cost of shipping. Here's a few:
Vintage Blades - free samples with an order of one of their other products.
In the B/S/T section here - I got a bunch recently for $25.
Badger Decant - Ordered a big bunch from here a few days ago but the order hasn't arrived yet.
