All I remember is that the crux of the story is a bunch of humans are living on a spaceship, where aliens are using them in a social experiment to see how they react in differing situations. A whole cityscape can be changed, as well as people's social standings, etc.

The whole thing is blown when one man regains consciousness, I think as he is in the shower, as the aliens are resetting the environment to a different scenario. I also remember a Matrixesque concept of the "one" who can control his surroundings.

That's all I remember.

Its similar, but I think it isn't the one. Its really similar TBO. Hopefully it's on Netflix.

Another scene I remember is all the people asleep in their cars in the middle of the road in the middle of a reset. If that is in the movie it must be the one, and my memory is getting hazy on my old age

I don't know. From your synopsis that is the only one that popped into my head. I have flashes of Brazil by Terry Gilliam, and even Cube by Vincenzo Natali, but Dark City ticks the most boxes.
