Is this Big Fellow the 'New Improved'?

As far as I know this Gillette is a Big Fellow.

Is there any way to tell if it's the New Improved version?

If you look at the shape of the side of the head, you can tell the difference between Gillette's Old Type and the New Improved razors. You can also date these by the serial number. Check out this thread:

I've only ever seen "made in USA" models, but then I haven't seen too many of them for sale...

Yup that is a New Improved Big Fellow. I saw that one but had to pass on it because of the brassed knob
