If it's what I think you're asking about, it's the B&B Essential. It was designed to replace the C&E BBB as the under $50 champ, and to give even more expensive brushes a run for their money. Unfortunately, it's no longer in production (2 runs, IIRC). So, to answer your questions: either the current contributor Speick contest or the B/S/T forum, and yes, the reports are that they're very good. (Disclaimer: I didn't get to the front of the line fast enough and don't have one. I'm synthesizing lots of posts for you.)

Yes you are right, but I saw in another thread that the maker of this brush was a secret. I should have stated why I was asking. I know kent made B&B LE but the B&BE I was just wanting to see if anyone knew anything different. I got my threads mixed up. Sorry
