That is a 1902 Kampfe Star. It was made by Kampfe Bros. of New York. There were several very closely related 1902 razors, But with those "Y" teeth and that type of spring blade retaining shoe, it narrows it down to the model 14B. They sold these razors in various cases, and I can't tell you anything particular about that "Cadet" case. I suspect the case is original to the razor, but I can't say that with authority. There were many very similar model Star razors and many of them would likely be able to fit in that case.
