Horse hair...

Horse hair was commonly used for talc or neck dusters. Here's a Carl Monkhouse I used to have.

I heard of horse tail shaving brushes,
I was very little but I think horse tail shaving brushes were highly regarded in the Soviet Union

I recall reading somewhere that shaving brushes from horsehair were used - and there was belief (likelihood? certainty?) that disease was being spread through the brushes. Thus no more horsehair brushes & the assurance on every brush that it has been sterilized.

of course, I might have dreamed the entire thing....

Horsehair shave brushes were relatively common prior to WWI. Apparently they fell into disfavor as they were a transmission vector for cutaneous anthrax. It was about that time that brushes started to be marked as 'sterilized'.

I have a really old horse hair brush that I refinished for the heck of it. It is very stiff but I learned how to bring it back to life.

Come to think about it, asking about softening this brush was the first thread I started here on B&B.........and the rest is history...
