I'm not sure this is anything other than a "win-win" situation.
(Disclaimer: I only have the 3/1.)
The wisdom of the masses probably favor the 3/1, which gets a lot of (well-deserved) love around here; but, Rooneys are great brushes generally and I've heard the 1/2 spoken of well.
As a very rough assessment (key words: "very" and "rough"), the 3/1 might work a bit more easily with soaps, but it also works very well with creams. The 1/2 might lean slightly more toward creams than does the 3/1, but I'll bet it works quite well with soaps, too.
See what I mean? No lose.
You'll get some good advice, but I'll just start out with "I bet you'll be pleased no matter what".

My experience is with a 1/2 Super. It's firm and dense with soft tips, and produces tons of lather without losing a breath. It handles creams and soaps, bowl and face lathering equally well. It's also about $25 more than a 3/1.

I've only used the 3/1, but it performs equally as well with creams and soaps, is quite dense and face lathers as well or better than it bowl lathers.
I have the 3/1 and it is an excellent choice. I own many more expensive brushes yet I find myself reaching for this one on a regular basis.

Either is a good choice, but if I had to pick just one, I would take the 1/2. It is a little larger brush which gives it a slight advantage to me.
