    What have you tried?

Heat, moisture and hair conditioners all work well, some men use pre shave oil.
If you give us an idea of what you are using now and whats happening then we can sort it out!

One thing that I have found that works wonders for me is the trader joe's "Shave" cream|shave stuff, in Honey Mango. I usually soften my beard via towels or a hot shower, apply some of this, let sit for 5 minutes. It might be a little dry then, rewet your face, lather up and bathe in the comfort!
My face is so dry, that it's sort of like the black hole for moisture, but this stuff along with some Mama Bear soap leaves it feeling pretty soft and smelling great to boot!

Proraso pre/post followed by Golddachs Spezial shaving soap. Golddachs is famous for softening the whiskers very quickly (high ph). It works like charm on me.

Most soaps will have a high ph as they are alkaline. What is distinguishing about this particular soap??

Wash your face with a shaving brush, apply soap and lather a brush (preferably boar) and really scrub your beard. This will get it very clean and help prep your beard. Then I'd rub in some Proraso Pre/Post and also you and apply a lubricant before every pass, such as Coral Skin Food or 100% glycerine. Hope this helps.

are you taking a shower? this is usually a pretty dang good prep and i always shave after a shower nowadays because it's just easy to get that sucker soft if i take a shower. wet head first thing so it has plenty of time for the water to linger and soak into your beard.

also, i think alot of people think that their beard is exceptionally hard because they don't see the hair coming off on the first pass, but it is just look at the sink. and don't apply too much pressure either... that'll get the tugging sensation to start kicking in. just do multiple passes till that sucker submits.

the cream or soap should begin to do it's job on your beard as well and by the time you hit the second pass, those wiry pieces of hair emiting from your head will submit to the will of that blade. YMMV :)
