In my experience (I live in Canada).
Always ship using United States Postal Service (Never UPS or FedEx) - This is most important (UPS and FedEx charge a $20 brokerage fee).
Mark the customs form as Gift, and on the description write the word Gift.
Value the goods under $20 if possible (I think limit for a gift is $60, but I have had problems with them wanting to re-value things as it gets closer to $60 in order to tax me).
If you do all of the above there should not be any customs fees or taxes.
If you can package it and send it using the automated shipping machines available at some USPS offices (I think that 1 lb is the limit) then you do not need to fill out customs and I find that I receive things much faster that way.

Yes it is simple to ship to Canada, except for products with alcohol content.
Shaving goo and cartridges free since July 2008... except that one time at the smelter.
