True, in a round-about way. The water volume per cup of coffee is the same, but the smaller water volume heats up more quickly, meaning the coffee in the filter is "baked" for a much shorter time. You can improve the coffee in any moka by preboiling the water, but that takes much of the convenience factor out of their use.
