FragranceX.com. They carry the complete Tabac line. They have a free shipping promotion for the rest of the month, in fact I think it's free shipping *worldwide*. Prices are decent as well.

I've ordered a couple things from there in the past few weeks, quick shipping.

They must have re-stocked on the soap re-fills then. Someone was asking me for help finding it last week and the refills were in their out-of-stock page (if you look down past the items there is a link that says 'see out of stock items for this product').
