This may be a stupid question, but can one use a coffee mug as a shaving mug?

Yup, find one wide enough for your soap and away you go!
Yes; but make sure you wash it well, before drinking coffee out of it
In all seriousness, "regular" coffee mugs are nowhere near wide-enough to build a good lather; a better solution would be a very wide, ceramic soup mug with a handle. IIRC, Nick75 has one like this; check his SOTD photos.
Smooth shaving!
I found this antique Louisville pottery mug...it is HUGE and fits my Trumpers Rose just fine!

You can use a mug/cup of choice for pucks of soap but need a bowl for creams. Browse thrift stores like Goodwill. They have tons of glassware items, many which will work great for one or two bucks.
Just make sure the mug you buy is wide enough. Standard coffee cups are too narrow to get good whipping action. Latte mugs work well, and as mentioned so do soup bowls.

That rug really tied the room together.
