Lacquer on Cookware?

I bought an Ibrik for Turkish/Greek coffee to find it has a lacquer coating to keep it shining (Who could possibly want to use this thing?)

I know the simple thing would be to buy lacquer remover for Lowe's etc, but all I saw there was a large quantity and more than I paid the the ibrik. I looked online and found a couple sites saying to boil water and add 1 tablespoon of baking soda per quart of water and boil it for 15 minutes then the coating will come off. Nothing happened after about 30 minutes.....

Another site says if the lacquer stays on, you could get stains that don't go away. I don't care too much about that.... Is it safe to use as it is? The outside is copper colored, the inside is silver colored, not sure what it is made of (Tin?), but made in India if that helps.
