Ingersoll Stropper

I asked this question in the DE forum and got no response, but I have come into possession of a double edge blade strops The Ingersoll Dollar Stropper it looks like it is in good condition can anyone tell me anything about this thing

Are you planning on stropping vintage blades?

The one I have is in the original box the leather is in good shape but there are no instructions so link is very helpful, I inspect bridges as an occupation so I will not get home till thanksgiving will try to get some pictures up when I get to the homestead thanks for the information at least now that I know how it works

I found a thread on another forum with instruction(picture) and it seems both bars should be above the leather.
