Any guesses as to what this is?

The kind lady at the antique store gave this to me today, after selling me a razor, brush and a cast-iron skillet. Do you have any idea what it is?
Hint 1: It is not an electric sword/machete (my first guess too).
Hint 2: There's a reason I posted this in The Haberdashery.

Very good! I didn't even know such a thing existed! My question when spotting it was "What is the thing that looks like a sword with an electric cord?" Lol! I haven't had much of a chance to research it yet (only been home from work for 2 hours). I simply find the things that people come up with amazing!
