I think the slots are too close to each other for spoons.
There are fasteners on the long side, indicating horizontal orientation.
The dark green background materials is by the way cheap felt.

Is there any back slope to the slots? If so, one might imagine placing something horizontally. Otherwise it appears that nothing could be held in place once the frame was hung on the wall.

The slots are slanted, which also suggests that proper orientation is horizontal. The slots are 10/32" wide.

Doesn't fit cd jewel cases, does it?
This makes a lot of sense. For someone to display their prized collection of CD's back in the day.

A CD case is way to thick to fit in the slot and the slot is not deep enough anyway.

The slots are less than half an inch deep. They won't hold cards or letters in an upright position. It's gotta be a rack for long, thin pieces of something.
It might be meant to hold military ribbons or medals... although judging by the size and large number of slots, it is probably for retail display rather than for any one individual service member to show off his awards.
What is the background material? Is that velvet?

It's cheap green felt.
Why are spoons so collectible? Why not forks?
