Are they, in fact, World War I blades?
I thought they would be a great accompaniment to
my WWI Sets.

The "Property of US Army" stamp is suggestive, but I think you could do better by opening one up and decoding the numbers: see http://badgerandblade.com/vb/showthread.php/96376-Date-code-of-Gillette-three-hole-blades. They should be no earlier than 1908, because of the diamond logo, and no later than about 1921 because they mention the 1904 patent which expired in 1921.
