Ok so I have a question gentlemen. When I shave with this cream I find my cream drying out before I'm done shaving and having to relather. Is this due to a lack of water in the lather?

Unfortunately no. I'm hoping to get one next month. Currently I'm using a mug I received in VDH set when I started wet shaving last month.
As mentioned above you just need some more water bro, in my experience whether I'm face or bowl lathering TOBS seems to be a bit of a thirsty cream but if you use enough water your lathers should be beautiful, slick and lasting 
yeah more water. and I have that VDH mug and I find it a little small to lather in. I didnt know that was what I didnt like about bowl lathering until I tried out a different bowl from my kitchen. much easier to lather when you ahve more room to work. That VHD now has a puck of hard soap (Col Conk) dropped in it and is just used to load my brush.
TOBS will take a great deal of water if you're patient enough to work it in.
Adding a little water will solve your problem. Be careful to add the water slowly until you get your desired consistency. It's a great cream once you dial in the lather.
