Annatto is commonly used in Latin American and Caribbean cuisines as both a coloring and flavoring agent.
The plate on the right looks like a combination of a few different greens and vegetables. Maybe asparagus, red onion, spinach. The liquid it sits in is a mystery.

It's sofrito and achiote seeds to make yellow rice. The liquid is just naturally occurring juices.
