Does not sound high to me. Price in the B&M shops here is €1 per stick. I never asked for a volume discount though.

12 sticks are often available at 12-14 bucks.
15 sticks range from 14-21 bucks.

I have bought the 12-count Open Box Arko Sticks from Amazon in the US. Cost is $13.00 ($1.08 each). The outer box container they come in may have been opened and resealed. The individual sticks remain fully wrapped and untouched. One stick will last 2-3 months.
