How often do I need to hone?
And I guess I need to lap before each hone?

Its impossible to give you any specific timeframe. You hone or use a pasted strop when the razor begins to get uncomfortable or isn't shaving the way you want it to. It depends on your razor, your beard and the way you use the razor and the way you strop. Some need to refresh every month and some can go many months.

As far a lapping goes most recommend lapping when you first get the hone and then when required as it starts to wear.
