Need some help with identification

I picked this pen up today and am hoping someone can help me with identifying it. I just had a few questions.
Is it just a fancy jotter? If not, what model is it? And is there a way to tell when it was manufactured?

Does the middle ring have a sterling Silver hallmark? It looks like it might be a Parker 75 ball point.

It does say sterling cap&barrel.

Thanks. I saw it in a case at a flea market today and it jumped out at me. I usually carry a jotter but liked the look and feel of this pen.
