Looks like a German travel DE. The "W GERMANY" designation places it somewhere ca. 1974-90. The style of the plastic knob looks familiar, and someone else may recognize it.

Agree that it looks like a W. German travel razor. It reminds me of the miniature razor Cary Grant borrowed from Eva Marie Saint in North by Northwest. "Made in W. Germany" is really cool. I'd like to see a "Made in USSR" model.
