For cheap, I would go with Nivea, ($4), then Proraso, ($8).

ingrams menthol-100ml for about£1.80 and is very good
the erasmic,supermax and palmolive come way behind these two for me.

i just got my first real shaving cream..i got bigelow....i told the wife to pick up a tube and she bought three instead
looks like i have enough to last a few yrs now.
I'd say
VDH Deluxe $1.50ish
CO Bigelow $5-10
Omega $4ish
I went with the VDH rather than Williams as I find it much easier to get desirable results with the VDH. The first 2 are available fairly readily in my area and the third is available for a comparable price shipped from TSS.

Arko Cream is really good price notwithstanding; Derby ain't bad either. It's just a pain to find. Well worth buying a few tubes when ordering anything from Bestshave to offset shipping expense. I agree on the Bigelow...good stuff and as close as the Mall to buy.

Palmolive Classic is my favorite cheap cream. I picked up a couple tubes in Europe for about €1.50 each, about $2. And I like the smell

Head Slick - this stuff is so good bald guys shave with it. its mentholated. Avaliable at Wal Greens.
I have some mentholated Barbasol .97 cents. Gillette has the same version.
Sometimes I just shave with regular bath soap, sometimes Van Der Hagen.
The trick with shaving is you want as much stuble covered up with as much product as you can. Getting a smoother shave.

AOS is expensive at first flush until you see the size of the tubs - 150ml plus!
There are cheaper creams / gram, but AOS is a bargain amongst the high-end performers.
They are cheap when you consider the high quality ingredients and the generous packaging.
If you only have $15 to spend and don't mind waiting a week to a month to receive your shipment you can buy three tubes of Arko and 30 Astra blades and even with shipping at Best Shave you are at your budgeted amount and are set (assuming you have a DE razor and a shaving brush) for a couple of months. Arko creams perform quite well for the price, each tube should get you about 20-25 shaves. If you are out of supplies and can't wait the month for shipment you could purchase a couple of pucks of VDH (it is not a cream but it is quite easy to lather and actually is slick and protective -- I don't know of tubed cream in a Wal-Mart or a Target) and a couple of packs of Personna or Wilkinson Sword DE blades (total $8 or so) to get you by until your package from Turkey arrives, then place your order as soon as you can. I haven't tried the Proraso/C. O. Bigelow cream (available at several mall-rat stores) but Proraso croap is not bad (still need to place an overseas order to obtain that formulation, though).
If you have access to them, the shaving creams made in Bulgaria are tough to beat.
