Default What do I have? Circular Hone/Grinding Wheel?

Picked this up in a random box lot at an auction. I've never seen a hone/grinding wheel like this before and was just wondering if anyone else has?

It's about 4" in diameter and 1 1/2" thick and one side is finer grit than the other.

I have seen ones like it before. They were used for sharpening axes and other things that would require the user to hold the stone in their hand.

I have a Norton crystolon that's similar. It came from my father's garage, and was used for chisels, some knives and axes.
