Nice catch! But it is for sure a post-production modification.
Seems like you have one of the pre-1946 boxes, there was a whole production series that over time the plastic or whatever of the inside case liner would literaly melt, and basically glue and destroy the razor's handle.
Some one apparently chipped away the old plastic handle, then created a wooden handle and added a new liner "bed" (it is not the orginal either).

Looks like the handle off a cheap steak knife.
I personally would slim it down a bit then seal it, maybe shape it like the Bakelite handle that came with the razor.
