Indeed; quite the opposite. Imperials are just more grain (that is, fermentables) and less water. Milk Stouts add unfermentable sugar, and thusly sweeten the final product instead of contributing more alcohol. That's not to say no Imperial is sweeter than any Milk Stout, but as a category, Milk Stouts are sweeter.

If you want a sweet stout try Southern Tier's Creme Brulee stout.

I have a love/hate relationship with Southern Tier. As others stated in the thread, it is extremely sweet to me. I have tried the milk stout, the pumking, the creme brulee stout, and several others. All had excellent flavor that I loved, but they were all too sweet for a beer for my taste.
+1 - I like Lancasters. I am in Baltimore.
