Hi Jeff,
Different people have different pre-shave needs. For me, pre-shave creams do a great job of softening the beard; many guys that have a thick course beard really appreciate this quality in Proraso pre-shave. Personally, I prefer 3P cream to Proraso pre-shave, just seems to work a bit better for my skin.
The pre-shave soap does a few different things... firstly, it cleanses, getting rid of grim, dead skin and clearing the face of excess sebum; secondly, it softens the beard, the fact that excess sebum is removed from the whiskers means softening takes places even quicker; thirdly, if you use your finger tips to massage the soap into the beard, you will help to lift and loosen the whiskers/stubble; fourthly, by leaving a lather of the pre-shave soap underneath your shaving cream/soap, it will add slickness to the skin and make the razor glide much easier.
For me, I will no longer shave without a pre-shave soap(whether I use another pre-shave treatment or not), since learning how to use it, my shaves have been super smooth and absolutely irritation-free.

Really, not wondering "why it rocks" or who makes it (post pretty obviously said it was a Semogue)....I just see a Semogue brush made for Italian Barber but it's not for sale on the site and a google search turns up nada.
