Depends. What do you currently have?
I'd start with cordovan penny loafers.

That is a very broad question. It depends if you want more on the dressy side or casual. How much structure you want the shoe to have. It also greatly depends on your personal style. For chinos I go with a more casual unstructured driving moccasin.
I have these CK Heron Strap Driving Mocs and they are great, and are at home with jeans or chinos, but you cant dress em up more

Been pretty pleased with my Giorgio Brutini Le Glove Drivers. Look good, comfortable, and easy on the wallet

I had a pair Brutini..Made in Brazil. Good shoe for the price... I think I paid less than $40.
People thought they were expensive Italian.

I just picked up a pair of these on the cheap and they are quickly becoming a favorite (business casual workplace). I also love my AE maxfields

    Thumbs up

I have 2 pairs (black & dark tan), of Johnston and Murphy Men's Horner Loafers (about $130USD), from Jos A. Bank (also where I buy all my suits, shirts, slacks and sport coats), that I
    really love.

I am fortunate in that I live close to an outlet mall and they have several shoe stores there. My favorite loafers are Bass loafers... mostly suede with a touch of smooth leather. They are dressy enough to be worn with good clothing yet casual enough to go with chinos.
