I don't think there was ever a reformulation. Or if there was, it was very mild.
Smells exactly the way I remember it from the days when it was all my grandfather wore.
Skin Bracer does however, smell dramatically different the moment it leaves its plastic confines. Sniffing from the bottle isn't even remotely what it smells like on.
As far as the date I can't really help you with. That particular 'skin bracer' script was in use in the late '60s/early '70s until ???
Introibo ad altare Dei. Ad Deum qui lætificat iuventutem meam.
I will second that there really hasn't been all that much of a reformulation. Testing old and new on myself I detect very little difference. Perhaps a slight vanillan note in the new stuff but otherwise still the same great stuff. Enjoy.

I have the same Skin Bracer bottle. It dates to the 1970's when there was a collectible bottle craze going on. Avon made at least 200 different aftershave/ cologne decanters in this era. The thought was they would be collectible, and one day worth big money, but for the most part it hasn't happened.
Your photo somewhat depicts this, but the bottle is absolutely huge: it's 7oz in size!!
Skin Bracer also made a hand, golf club, a polar bear, and globe decanters as well.

It's a lightbulb!
I've seen vintage ads from online where they were selling these in 1975.

One must also remember Mennen's Skin Bracer slogan: "Cools rather than burns."
