Default Cutting horse hair can you do it?

I know never to cut badger or boar hair tips on a brush to shorten the loft, but what about horse hair? The hair is cut to make the brush so shouldn't it be fine to shorten the loft by giving the brush a haircut? Are the ends treated in a special way to reduce scritch? Would I do any harm.

I don't know about brushes, but back when I used to ride, 35 years ago, we were taught to pull the hair rather than cut it when trimming the main and tail.
