Its a Single Ring whose head came unattached from the tube, most likely because it cracked and split as they have a tendency to do. Somebody used a 1912 handle to make up for the tube and threaded knob from the Single ring.

Can't be a single ring. There would be nothing to keep the cap on since the 1912 handle is a male thread. Has to be a ball end old type.

In brightest day and darkest night, all OC's shall be named right! The "P" puts it in 1921. It could be single ring, but the handle would have to have been drilled & tapped. Could be a ball end, but the 1912 handle would be glues or soldered to the end of the old handle. The only way to made a good ID is to see it disassembled. Frankenrazor either way. I bet the balance is way butt heavy isn't it?

It isn't modified. Just has the 1912 crammed into the top part of the ball end. Haven't tried it yet. If it is an old type, should be silver, what about the 1912 handle? Can I clean it with the same method?

Gillette started using nickel plating during WWI, so it may not be silver. In fact, it doesn't look tarnished enough to be silver plated. The ASR handle was probably nickel plated as well, but most of them have had the plating worn off the rough-textured surface of the handle exposing the underlying brass.
Best clean-up is with dish soap and hot water, followed by a light polishing with MAAS or Simichrome. Interesting razor, and it illustrates how thrifty (and crafty) folks were back then to keep their razor going for a few more years . . . or decades, as the case may be! Sad that we are now a disposable society . . . break your Fusion handle, toss it and buy a new one!

Should be 1921, but weren't some of the pocket sets still sporting serial numbers on baseplates in that year? If a single ring, it would have just the threaded stud on the head and a rather large hole through the top insert of the handle...don't think that's easily modified.
But say you're living in the 1920s or even the Depression years, and the tube cracks badly on your 1921 pocket set. And you have a Gem 1912 from anywhere in that time frame, with the common chain-link handle. And you're frugal. So you go down to the mechanic on the corner and ask him to drill and tap a hole partway into the bottom of the Gillette head insert. Done!
