I ain't as good as I once was...but I'm as good once as I ever was.
Since you are talking about both soaps and creams, I voted for Britain based on MWF, D.R. Harris soaps, and Trumpers creams. Some of my personal favorites.
If I was voting on just soap, I would most likely have to sway my alliance toward Italy.

My favorite soap is made locally seriously just a few miles down the road where I live. Maybe I'm biased, or just lucky?

Currently that would be Italy... Cella and Proraso.

Though I love what the English do for scents, I love my Italian products above all else. I just think they offer the best all-around value. Most are reasonably priced, and are defined by ease of lathering, quality of lather, and overall performance (and though I'm more keen on the scents of English, the Italians do a great job here, too).

Other: I like ARKO stuff stick & creme/cream ... old timey-type smell, low price & it just works great for me!

The only cartridges I own ...go into my guns!
I picked the US for Mike's and Mystic Waters soap, Italy for the RazoRock line.
It's a pretty close race, really, because it's not like D. R. Harris (UK), Arko (Turkey) and Cade (France) are far behind.
