Would a $20-30 dealy with blade dulled on some glass be a good thing to practice on?

Sure, as long as it is not too honed already (excessive toe, heel wear, frowns), there are probably cheaper ones to get. PM me a link and I'll give you my opinion.

As long as the blade is in good shape and doesn't need repair and is ready for the hones, yes.

Honing & Restorations
My first straight was a Dovo that didn't come shaveready at all, and I wasn't really successful trying to hone it until I got some gold dollars that I didn't mind messing up and really went for it. I learned how to set a bevel and take it from there and really showed it who's boss.
After that honing up the Dovo was not a problem anymore, I have been much to careful with it all along and never really set a bevel.
So I think everybody should practice honing on a cheap razor that is straight rather than an old one with a smile/frown (that takes more skill). After the first successful one the rest will be easier.
I was told once by a pro..NO rust/deep pitting/heavy honewear/wheel honed..you should be fine
Alright, I ordered an $8 gold dollar from Star Shaving to learn honing on. I'll use that and my WD sight unseen.
