No, even with a full hollow, if you lower the hair straight down it can cut silently.
I feel it always makes some sound. The sharper the less noise. When I was trying for the sharpest edges possible, I got it down to a tink, as opposed to a ping, and the hair would be cut immediately, as opposed to catching and then popping, or dragging on the edge then catching and popping. For me a root in HHT pass is as sharp as I can get it. YMMV
I should add I do the slow drag, catch and pop technique, as opposed to the "bring it straight down" on the blade.

a nice walk in the woods helps me relax and relieves tension....
the fact i'm dragging a shovel and a body should be irrelevant...

I do the 'bring it straight down' way, and as it gets sharper, at least speaking of full hollows, what's most noticeable to me is that the pitch of my wife's hairs gets higher and higher...so I'm guessing at #5 that it is so high we can't hear it with our hertz range. HHT-5 is a pretty tough nut to crack on a modern hollow with a coticule, though; it is a lucky rarity. I have an old Arkansas piece that I can get it a decent % of the time.
That might be why you can't get it 100% silent. The hair is kind of "plucking" the edge as it cuts. Try just lowering the hair. If I get a really sharp edge I can usually get silent cuts, and root in on at least some of the blade, if not all. often there are some parts of the edge that are maybe a 4, and some that are 5. Either way, I'm usually in for a good shave with that.
