Nice lookin' blade. Someone here probably know that hallmark too. Nice score.
No info on what the two C's represent and the cross but it will date the razor somewhat, besides the fact that Jos. Elliot was also the lead singer for Def Leppard. Jee,, I didn't think he was born in the mid 1800's. Looks younger than that and good for his age. Also didn't know he made razors.

A separate company from the more common and longer lived Joseph Elliot & Sons.
Don't know how they decided on the trademark.
My guess would be 1830 - 1850 since that was when framebacks were most popular in England.
