THe norton flattening stone is known to be a problem. It may not be flat (!), it loses its flat over time flattening (or not) other hones.

This exactly what I was looking for. Thanks Tylerbrycen!
If you don't know and I don't know, how do you know that I don't know?

That will get the job done.

Go to the local big box and get a 12 inch tile of polished stone (the cheapest one is probably fine, so $3us) and some wet/dry sandpaper so you can lap the flattening stone and hones flat. This will give you a good baseline. I typically lap on 250 grit, and take SOME stones higher (like my Cnat (your Chinese 12k), I went 400 after it was flat on 250) Many stones do not benefit from lapping to high grit, but others do.
