I do and I like to think it makes a difference. My ex said that I look younger than I did when we got married. I was 36 when I married now I'm 52. It also helps the the razor to glide better.
As an occasional indulgence, a preshave oil is a fine addition. There are many recipes for brewing your own. Or you can try one of the ready made versions -- King of Shaves is the one I have used. If I have to shave 5-6 days in a week, the oil can really help with skin refreshening. Hardly an essential component, but a fun diversion and indulgence.
I have several and notice a difference. My favorite is Slick Water...it is much...slicker than the others. Cold water makes a difference for me, too.
I received some AoS lavender, which isn't bad at all but doesn't seem to make much of a difference, and I have used (and LOVE) Shave Secret both as a pre-shave oil and as a substitute for any kind of lather, and in both roles it is aboslutely SUPERB. You may be able to find it at your PX, which is where I found mine. I just wish it came in a bigger bottle.
The take-away from this is that your own mileage will likely vary with pre-shave oil products, but I wholeheartedly reccommend Shave Secret.
I bought some to try (Anthony's Logistics for Men) and I just don't think it makes any difference for me. I apply it a few seconds before lathering for my first pass and leave it at that; maybe if I let it sit for longer before lathering? I've thought about trying to use it with Kyle's Prep as well but haven't had the opportunity to try it out (it's sitting in the back of my cabinet collecting dust right now.)
Pre shave oil is designed to give your skin an added layer of protection prior to apply a shaving soap or cream lather. The additional benefits of pre-shave oil are that it moisturizes the skin and protects your skin from razor burn or irritation. Pre-shave oil is one of those things that is an individual thing. Some find it helpful and some don't. For me, it has resulted in a better, closer shave without irritation.
I use either T&H pre shave oil or make my own.

I have tried 4 different oils with varying results. Ackvil (above) has his own recipe and emailed me where he buys the stuff from. I usually use Noxzema in the blue tub and it works great for me. I can tell when I don't use it.
