This issue is found by many shavers. The neck is a trick area to shave.
Map your beard growth on your neck. WTG passes will offer the least chance for irritation. Neck hair grows in many different directions, usually.
Concentrate on a small area each shave. Use short strokes, and stretch your skin by making faces and looking up or to the side.
The angle and pressure are more important on the neck because the skin is more tender than the other places, and doesn't present itself to the razor as easily.
